Iowa Stopgap Measure

As you know, Iowa is pursuing a waiver from the federal government called the Stopgap Measure to stabilize the health insurance market for 2018. The Stopgap Measure will enable Wellmark and Medica to both sell health insurance in the individual health insurance market to 72,000 Iowans.

If the federal government does not approve the Stopgap Measure, only one carrier Medica will sell health insurance in 2018 in Iowa.  Medica plans to increase premiums 56% or higher on Iowans. This is unaffordable and unsustainable. An independent actuary has found 22,000 Iowans would be priced out of health insurance in 2018. Many of these are hard-working middle-class Iowans. This is why getting the Stopgap Measure is critical (lower premiums for everyone and save 22,0000 Iowans health insurance).

The Iowa Insurance Commissioner Doug Ommen is still obligated to hold a public rate hearing on Medica’s 56% rate increase filing this coming Saturday, August 26.  It is important for Iowans to express their concerns with the 56% or higher rate increase. Telling the story about how Iowans will be affected (personally or as agents selling insurance) is important for Commissioner Ommen and the Federal Government is critical to getting our Stopgap Measure approved, so we can have a stable individual health insurance market and keep premiums low.

Please attend a public rate hearing this coming Saturday advocating for the Stopgap measure.  There will be seven locations throughout Iowa for the Saturday 10 am public hearing. Iowans don’t have to drive to Des Moines to participate. More details below.

Iowa Insurance Division – Public Rate Hearing

  • Purpose: To allow Iowans to advocate for the Stopgap Measure and explain why the 56% rate increase would be devastating for Iowans.
  • Date:Saturday, August 26
  • Time:10 am
  • Location: The main location for the rate hearing will be in Des Moines at the Mercy College of Health Sciences (928 6th Avenue Des Moines IA 50309 Sullivan Center, Room 210).
  • Satellite Locations:There will be satellite public rate hearings on Saturday at 10 am throughout Iowa in six locations through a video conference system at:
    • Atlantic Public Library (507 Poplar St, Atlantic – ICN Room)
    • Columbus Junction Public Library (232 2nd St, Columbus Junction – ICN Room)
    • Eldora Public Library (1202 10th St, Eldora – ICN Room)
    • Kirkwood Community College (6301 Kirkwood Blvd SW, Ceadr Rapids – Linn Hall, Room 2182)
    • Spencer Public Library (21 E 3rd St, Spencer – ICN Room)
    • West Union Public Library (210 N Vine St, West Union – Heiserman Annex)

President Trump’s ACA Executive Order

The National Association of Health Underwriters released the following article following President Trump’s Inauguration:

 

Just hours after President Trump was sworn into office there was breaking news about the president’s executive order (EO), “Minimizing the Economic Burden of the Patient Protection and Affordable Care Act Pending Repeal.” According to the text of the order, it charges the departments and agencies associated with the enforcement of the Affordable Care Act (ACA) to ease the burden of the ACA as we transition to repeal and replace.

The EO did not repeal any part of the ACA and does not directly mention any legislation or regulation that President Trump is directing to be eased, repealed, rescinded or amended. The order serves to re-enforce the power Congress, the departments and agencies already have to move towards change through legislation and regulation. However, NAHU sees this as an opportunity for us to use the presidential message of support for change to continue our advocacy efforts with both Congress and the administration’s agencies to focus on marketplace stability.

KHI will continue to update you as any other EOs, legislation or regulations are released. In the meantime, all statutes and regulations enacted by the ACA continue to be in place.

Lastine earns top recognition

Brenda LastineApril 14, 2014 – Brenda Lastine, of KHI Financial Solutions, was recently recognized by Wellmark Blue Cross and Blue Shield of Iowa with the Individual Sales 2013 Top Producer Award. This award acknowledges the expertise and sales experience Brenda uses to find the right product to fit the needs of her customers. Three percent of all Wellmark Blue Cross and Blue Shield agents in the state of Iowa achieved this honor.
